NFTC 2025: Round 4

For NFTC's second 1 vs 1 round of the day, teams remained in the same universe (the City of Jasper) with some of the same parties as in the first round of the day. But this time, advocates argued a criminal case of embezzlement. Did City Planner Ashley Welch use city funds for lawful purposes?
